Imaginar sin mentir

El segundo condicional plantea situaciones irreales o improbables en el presente y su consecuencia imaginada. Usa pasado, pero no habla del pasado.
“If governments invested more in education, poverty would fall.”

Second — hipotético

Estás imaginando un escenario que hoy no ocurre.
El pasado en el if es la señal de que es imaginario.
